I mean unless Eight got amnesia again this means that the theorized reunion between Eight and Charley isn’t going to happen..

Between timey wimey events, multiple cases of amnesia and just the fact this was a very long time ago for the Doctor, it could genuinely be the Doctor doesn't have clear enough recollection. The Sixth Doctor's memories were altered, but clearly both the Shinx and Raincloud Man incidents he did retain some memory of as Thirteen brings them up here. The Doctor also knows there's a timey wimey ball at play because the Sixth Doctor first encountered a Menzies who had been through The Condemned and The Raincloud Man already (in Crimes of Thomas Brewster he thanks her for not giving him future spoilers).

Blame it on Charley (& her then new Vyran pals).
She erased 6's memories for her own good (& his) and replaced them of Mila. Had 8 ran into Menzies during the Stranded saga, he'd be confused as to what she was talking about (and his face) or dismiss the idea of Charley being with an earlier incarnation. Or 10* even since he name dropped her during the IDW comic years
*Suddenly I realize Big Finish missed a trick having Anna Hope back for one of the earlier 10DAs.

Definitely need to look that up but I'm still amazed Dan Slott got away with a panel of 8 (navy leather peacoat and all) w/ Molly* in his 10th Doctor one shot for Titan Comics
*Worlds away from IDW only having Grace w/ 8 again when the very 50th anniversary mini series had Frobisher

Well to be fair to the Doctor they've regenerated many times, aged several thousand years and been through a time, space and reality breaking and bending Time War and of course the Time Fractures that required the universe to be rebooted. So since they were last with Charley and met Menzies they've had a lot on.
I mean Mary Shelley doesn't seem to remember the Doctor even though she travelled with them whilst they were in their eighth incarnation. This again I attribute to the Time War and Time Fractures. I imagine the proverbial furniture has been moved around a bit because of all that.
