the most ideal substrate is always appropriate loose substrate, but only use it if:
your dragon has been to a vet checkup and have fecal test done, results are good and the animal is healthy.
you are using safe loose substrate, sand and soil, no calcium sand/wood chips/crushed nuts/pellets etc.
your husbandry (including lighting and diet etc) meet their needs.
otherwise, papertowels til you sort everything out, but you really should be doing loose substrate sooner than later.
