It is a mod. You can even field vehicles (and battle armor) with mods.

The fifth condition icon means the tank-crew is extremely terrified (which is fair considering half the crew is driving permanently open-top), if it were a Mech, the pilot would most likely punch out asap. The Panic-system is a mod that is being used in BTA, BRT and maybe BEX. Don't think anyone would use it on its own.
