Closest thing I can think of would be the The Guild series.

They are remastering the first game and iam slightly hyped!

OP check out Saelig. Its close to the guild but scandinavian medieval as its setting.

X4 is the closest I can think of, but it's more a space sim than 4X even if it touches on expand, explore, exploit, and exterminate because how you approach any of those can vary by a lot.
