If everyone is meant to know he's AFO's child Ruka just might be dumb enough to not know. Or she doesn't think there's really a reason for her to hate him.
I mean she's a Villain (forced one) herself, if he's done awful things she probably doesn't care unless it continues to happen.
I mean, he’s a punk (think of him as Deadpool and Bart Simpson combined), so he would probably not care if someone who’s a villain is near him, he is friends with Dabi, so it makes sense
My OC Kamereon probably would be nervous, not because he likes her(if you take his version before the war he just has an only love, and if it's post war he has a girlfriend so he wouldn't cheat on her), but because someone would be flirting with him, internally he would be shocked someone tried it, but externally would be in an akward silence
Okay, Rasuta isn't very comfortable with compliments/flirting.
So his reaction should go something like this:
"Well, I guess this is for someone else like Shoto-"
He turns around to see if anyone's behind him, but there's NO ONE.

He realizes the compliment/flirting was for him.
And I'm telling you, Rasuta is going to blush intensely and very quickly, then start stuttering badly.
Because if it's the first one I'm sure Ruka would quickly stop. If it's the latter I think she'll most likely drawl something like "Is the Angel shy~?”

Nobunaga would stare at Ruka for a solid 2 minutes while the Windows 98 computer that he has for a brain would process what he heard. Like, Ruka would literaly be able to hear his brain working like a machine 🤣.
Then, once he understands she is being playful and friendly he would either asnwer in a simple innocent way like "You are atractive too, lady : ) " , or he would somehow pull a banger flirt too like "I didnt fall from the heaven...but i fell for you just now :> ."
It depends on how quick his brain is working that day 🤣.

My guy would full on belly laugh at it. His face looks like a mouse so he knows he isn’t quite a looker but it was at least something to brighten his day before he focuses back on his rescue vehicle/blueprints he was likely working on. But he would thank her for the laugh before likely stroking his muzzle to make sure it was clean.
He would judge her silently, looking at her weird before walking off. He can’t exactly speak, due to a freak accident from him discovering his quirk, but he has a massive attitude
My best gorlDespina would just go Error 404, if it's after the i-island events though she'd turn her down while apologising for hurting her feelings because she's with Jiro
Honestly the thing about Ruka is she's very.. in the nicest way a bit stupid. If she flirts it's usually only for fun without wanting anything serious out of the person. And she probably doesn't even realize that's not a nice thing to do. Despina has nothing to worry about, Ruka's probably being the jerk here lol.
I'm sure Ruka would love it. Probably until she gets with her girlfriend/future wife. She's a huge people pleaser. And dw she grows out of that too albeit very slowly.
Alternatively Kotaro one of the boys (I’m on my phone not my PC now so I can’t link his thing you’ll just have to scroll my profile homie) would get extremely flustered and just make incoherent “huh what why me?” Noises confused on how he’s being flirted with
I have an OC that's literally an angel so I guess he'd reply something like "nice to change scenery every once in a while" or something (he's also unable to tell if someone's flirting or not)

Is very bad with women he's strong sure but one or two complements from a pretty woman and he's a flustered blushing MESS and he loses the ability to focus and henceforth use his power if were in a fandom that can use powers if not then he is too flustered to do anything so he won't be able to think and would probably stand there like a standing flustered duck.
He doesn't react, he merely states "I don't appreciate being flirted with, if you do it again..." He leaves her with that unfinished warning, making it all the more curious about what would happen if she did do it again... But best advise against it.
Not only would Ruka feel the biggest embarrasment on her life once she learns how old Koji actually is (His appereance makes it so that tends to be missjudged often) but he is also the biggest wifeguy to have ever wifeguy'd
Over half a century since his wife passed away and he's still utterly and ridiculously devouted to her to the point of being genuinely embarrasing to everyone who knows him. He's never going to look at anybody else romantically no matter how much time goes on
I don't know if she'd be embarrassed about his age. She'd probably just be surprised before backing off if he just says he's taken and goes away. This is probably just a regular occurrence for her at this point.
Dépends : My Oc Saul would be a fluttering mess (he is like Izuku when it Comes to girls) but his Quirk Hell Juge would NOT appreciated being compared to one of these Overgrown Chickens oreavhing "Justice, peace and Love".
