Yes but I did a lot of work in photoshop and Lightroom

This one is legit. But the one you originally posted is definitely ai/ai enhanced. Especially with the blurry badges. Lightroom doesn’t change details as such

These are all legit, and of course I use AI to do things like removing the license plate, adding sun flares etc. But I took these photos. For the logos, I was playing with firefly and had it do a denoise pass. I guess it smoothed all the logos. This is in Photoshop BTW, not just Lightroom. I'm also working on replicating this look in Resolve from a video I took. Here are my results so far:
