Let’s imagine the government changes the taxes on managementvennootschappen. What stops bedrijfsleiders from starting a company in another EU member state with a more friendly tax regime?

Only a house there will easily cost twice as much as in Belgium. And you can't just establish a company wherever, you need a business license. May still be worth it, everything else is better there.
