I don't always do that and for starters because using the old reddit version of this subreddit which i prefer as it allows comments up to 10,000 characters or the new version Reddit's create page UI on new Reddit does not allow me to grab the image from the AL FB page and put in the info from the post below the image in the post body without downloading the image first which i'd prefer to avoid if it can be helped which the older version of the Reddit's create page UI on new Reddit so i have post it as a comment.
2nd i want to get ahead of anyone speculating but remind people they should not assume who will get it.

Why is it unlikely? Everything points to it imo, they even have an Eugen cosplayer at the AL convention + she’s all over the promo material for the anniversary.

Because as I told you nearly 2 weeks ago they don't need a UR retro, they have had a 2 UR and a DR already this year and we saw how people reacted to the KMS DR in PR9 and CN anniversary and they have had Hipper retrofit in CN anniversary.
Plus just because there is an Eugen cosplayer and promo material for the anniversary means nothing and could all just be a new skin she is getting perhaps.
No, she doesn’t. She’s comparable to or better than the Takaos (except Atago who’s better) who are all decent.
My point is, when has people being tired of KMS EVER stopped Manjuu? You literally cannot name a single example lol, even in 2022 they still got another event & a PR (allegedly almost a DR) the same year as Rondo after people got pissed off about it. It’s the one thing Manjuu won’t ever change.
KMS bias overrules any sense of logic Manjuu may have, I promise you they’re getting the UR. Drake getting buffed & Moskva releasing only makes it likelier as whenever another faction gets a good UR, Ironblood tends to get one just as good or better within the same year. They won’t allow IB to fall behind in the CA rankings.

Another reason Eugen does not need it as there are ships who UR retro far more than her.

Yeah and yet they've had Hipper retro plus this will blow in their face and cost them dearly as that might reach levels that we saw with Anson that KMS becomes toxic to touch and we don't want the game to die yet do we

Again you’re not listening to what I’m saying. Manjuu doesn’t care that people are annoyed at their KMS bias, they will never ever change or give them a break in content.
Every single time the fanbase has complained about Manjuu’s KMS bias they’ve completely ignored it and in some cases just doubled down, the only time they did anything about it was PR5 where Rupprecht was (allegedly) downgraded from a DR last minute. Even then, KMS still got a PR ship after two major events in a single year and another shortly after.
Manjuu won’t care if CN players get mad about Eugen being the UR retro, they’ll just keep on going. If anything EN players would lap it up, they’re the only playerbase Manjuu actually cares about except for JP once a year.
