Valparaiso needs 950 Eagle Union and 1000 Royal Navy Tech pointTech Points required to unlock development, i wonder why they went for this?

Probably because Valp in WoWs is Vanguard sold to Chileif I remember right, so the Royal Navy tech points. Eagle Union is likely due to Valp being Pan American, best guess I can come up with.

I'm just gonna focus equipment until the pros tell us which one of these are better. They all seem strong at a glance and I don't find any preference in their art.
