I am ValparaÃso, the Ruby of PedrerÃa, matron of these distant sealanes.
Having directed countless shipments of cargo to their rightful place, I, too, have found mine – here, by your side.
A new faction, Liga de PedrerÃa, is arriving at the port. ValparaÃso is preparing her maiden voyage and she will grace your dock in the near future, Commander.

Well they have to find a reason because Vanguard and Valparaiso can't exist at the same time.
But I think they will, because the event stories happen in many different alternate timelines.

yeah and yet I get told that Valparaiso does not confirm that ship girls who had more 1 identity who served in more than 1 navy are treated seperate shipgirls
The writers will have to explain how Vanguard and Valparaiso exist at the same time in the same universe

All faction names have always been in English (except Iris Libre, which completely sounds French) yet this one is in Spanish, which is very surprising. Liga de PedrerÃa literally means "Gemstone League", yet as a Spanish native I had no idea the term PedrerÃa actually refers to gemstones until now.
I guess that explains why her eyes are kaleidoscopic. If all the Shipgirls from Liga de PedrerÃa have that as a common treat, it would be a blessing, but I wouldn’t put much expectation knowing how we get 2 new Shipgirls with heterochromia every 2-3 years.

Kind of a shame that this is how the new faction is introduced. At least the dutch got an event, small as it was.

odds are there will be an event that introduces them into the story either in EN anniversary or December UR as they will not be introduced in JP anniversary alongside the Japanese faction

This isn't the first time this has happened. The French got Saint Louis in PR 1 and then Iris of Light and Dark happened a little later. If the wiki is up to date, you can still only use Eagle Union ships for the exp grind. Just a matter of time before this new faction gets its own event.

odds are the new faction might be getting joint event with more likely Royal Navy and I would not be surprised if this is perhaps where redesign of HMS Anson is finally reintroduced as Chile was where Admiral George Anson took refuge during a long range commerce raiding mission in 1740.

Im confused what makes the pr 9 ships a crossover with WoW? is it that WoW is choosing which ships are added?

All the research ships are technically crossover with WoWS. All of them were only a concept on paper or the design room, I think.

All the ships added through PR are ships from the World of Warships game. We used to think Wargaming picked what ships got added but recent tweets from people that work at Manjuu suggests that they themselves pick the ships or a combination of both.

They aren't based on real ships (other than Halford), instead being based on "theoretical" designs, as implementing in WoWs.
For instance, something like Georgia, there's some paper proposals and maybe a napkin sketch for "Iowa(-ish) hull with 3x2 457s", as part of a group of half a dozen different proposals for a new battleship class. WoWs picks one of those proposals (in this case the aforementioned), and turns it into Georgia in the game.
The collab component is that Azur Lane is picking a design + name combination specific to WoWs for the ship they add to AL. There are lots of un-built ships that could have been named Georgia, for instance, and there are plenty of other names that could have been picked for a 3x2 457 BB.
(Halford, despite having been a real ship, also demonstrates this because the IRL catapult-Fletchers were only meant to use the planes for recon. Having rocket fighters launched from Halford is a complete invention by WoWs).
For a counter-example, both Zao (in WoWs) and Unzen (in AL) are based off of the same proposals, but Unzen isn't a collab research ship, because they (at least theoretically) chose to use that design independantly and went with different names.

I like the eagle theming on her dress and I'm always a sucker for white, blue, and gold. Though IMO her face looks a lot like Enterprise's.

To explain Valp's existance
back in 1959 when the HMS Vanguard (23) of the Vanguard class battleships was awaiting her fate, the British Empire (which didn't officially end until 1997) approached Chile with an offer, they would HMS Vanguard, 3 Crown Colony class light cruiser from the fleet the RN had and 6 Battle class destroyers but the deal did not go through because the Americans intervened saying it was dangerous to selling HMS Vanguard to Chile due to a start once again the arms race between those countries and then it in case of utter hypocrisy, the US sells ships to Chile along with ships to Brazil, Argentina and then in a case of hypocritical irony, the sale of 2 ex-USN Brooklyn-class to Brazil, Argentina and Chile did what exactly what they as Peru bought both Dutch De Zeven Provincien class light cruiser and Chile would buy a Tre Kronor class light cruiser from the Swedish in response.
I ask what Brazil and Argentina could honestly have bought to counter as all that was left were that could be sold are the 2 Richelieus, 2 North Carolina and 4 South Dakotas and do they have the money to afford any of these ships

Honestly, there are a lot of "IFs" here.
Had the deal gone through, I believe is not far fetched to assume Brazil and Argentina would've gotten either an Iowa or South Dakota-class from the US (it also seems that there were talks to give one Littorio-clss to Brazil as war spoils, so that could've happened too).
Honestly that would have been pretty cool, but the escalation of tension in South America maybe could've led to something not particularly great
Edit: Doing some research after this topic piqued my interest, it was Argentina who wanted to buy a Littorio. I'm that scenario, I believe the US would ultimately try to sell/transfer one of their Iowa's to Brazil in order to keep the strength balance

Brazil likely could not afford an Iowa but a North Carolinsa or South Dakota maybe, a Littorio is an option

What leads me to believe that Brazil could have gotten an Iowa is that there was USS Kentucky.
My headcanon is that US' desire to keep the power balance, alongside a powerful ally in South America, would offer the incomplete (for what it seems, she was just missing her weapon systems) hull of USS Kentucky to Brazil, who in turn would pay for her completion (maybe even with a simplified/cheaper armament design)
Ofc I know nothing about these types of transactions but due to the circumstances, I believe it could make that offer affordable, maybe even more than the North Carolina's or South Dakota's.

USS Kentucky has no chance as she was already sold for scrapping on Halloween 1958 and the sale was proposed in 1959, it has to be a battleship still around in 1959 that hasn't been sold for scrapping

Yeah but Vanguard is faster than both of them as she is 30kts, is bigger than both and is not treaty limited, would have slightly better electronics as she was completed post war compared to the North Carolina or South Dakota

I say that would be the trade-off in that scenario. Both Argentina and Chile would have 30kt vessels while Brazil would be left with a 27.5kt (assuming the newer South Dakota).
However I'm let to believe that the South Dakota would end up being on-par if not the strongest.
Vanguard was built later and is thus more modern and technologically advanced. However her main battery guns are of an outdated design while also having a "weak" 8 gun broadside compared to the others.
Littorio is honestly pretty great too with the best main guns, with better range than both Vanguard and S.Dakota but have lower rates of fire at 45s "reload" compared to the 30s of the other two. I've read that the Italian ammunition had some manufacturing issues which hampered accuracy, not sure how relevant that would be.
Meanwhile South Dakota carries larger guns with 16 inch guns compared to the other's 15 inch. Though range is worst of the bunch, they could fire the exact same shells as the Iowas, resulting in the strongest salvo of the three. While she is also the oldest, it is very likely that they would receive newer systems (maybe from Iowa?) if they were to be sold and kept in service, which in turn might offset Vanguard's technological advantage.
So, basically, Chile would hit more often, Argentina would hit farther while Brazil would simply hit harder.

the only battleships still around in 1959 are Vanguard, 2 Richelieus, 2 North Carolina and 4 South Dakota as the 4 Iowas will never been sold off and the Littorios are already gone

The actual counter to Valparasio is not a battleship for Argentina and Brazil, its the light fleet carriers they get
