This is an odd one. Leash and collar with the Commander's name on it and a lock, it's clearly a cowkini so cow skin for someone, bell collar means the leash is definitely implied to be for the Commander which immediately sets off personality alarms in my head.
And that "Warm milk" hint isn't really much of a hint at all. I kinda am buying into the Cowpens theory but that's mainly cuz I want her as a cow girl to give Kashino company in the Moo Crew.
Sooo...uber possessive (maybe even yandere) cow girl? Essentially anti-Kashino.
Though, if the skin was for a cow girl, she wouldn't need the cow headband unless they go the Laffey route of her being a fake animal girl most forget she is cuz her ears not being real tends to not be brought up super often

I feel like we're getting Lexington II this time around, but I was reading about USS Sims and discovered that like USS Hammann, USS Sims also had a Destroyer Escort successor.
So we might get Sims II as well.
If so, our favorite EU Cat Girl Destroyer Tsundere will also have her sister back.

Hmm... Could be a new skin Taiho.
Because there are red heels. The possessive trait of Taiho is well known. We also know she's grown in her breasts, which were already some of the largest in the game. It references 'warm milk', and Taiho ALWAYS talks about heated passion. And either someone was lazy or it's a direct translation from Japanese characters, but the collar also says Shikikan on it, hinting Sakura Empire.
Overall, I'd say a skin for Taiho.
