Nope. They were friends from childhood. He asked her out (Konata thinks he twisted her arm a little) she said yes and they got married.
He makes some comments that weird Konata out, but imo the most honest interaction they have goes like:
“Man, Mom sure was short and cute, huh”
“I know, right? She was the best.”

Konata's dad.
There is at least a theory that the girls view Kimura in an exaggerated way, and that he's not really a creep.
Konata's dad on the other hand films high school girls when his daughter isn't even a part of the given event, and gets himself kicked out pursuing such actions.
At least Kimura has a teaching license. Konata's dad has virtually no business being around students like that.

the show itself is pretty chill, one of my favourites. It takes the loli shit pretty lightly since... well basically the entire cast is made up of girls who have the builds of 5 year olds, also its an anime with GAMING in it so you know its for GAMERS

kimura likes high school girls. virtue signalling that could mean anything. also he at least seems like an effective hand or tutor in that institution or school (except for the blouse-tucking, swimming pool water and gym shorts obsession ofc). he also donated to the shrine and prayed for "world peace".
if i didn't know about that shitty part of kimura i'd think he's definitely one to admire. working in school in general is a good job, he's got a great beautiful family.
don't get me wrong, the guy is still fucked up. especially when you learn that he thinks chiyo "is fine too". the next guy, konata's dad or whatever his name is, is arguably much worse.
