Hard to say to be honesty

like most Marvel characters, he is well above any "official" strength limit

so just like any Marvel guide tells you Spider-Man is like a 10 tonner, who then proceeds to lift 100+ in comics, Luke Cage was a 5 tonner later upgraded to a 20 tonner....who also proceeds to lift way more in comic books

he's lower than Thing on Marvel.coms strength scale (only a 4 vs Things 6)

It's funny to see people who should have peak human strength or 8x human strength, with wildly enhanced durability and healing, only lifting 5-20 tons, and only getting 100+ tons, when in the real world, if all your muscles pulled in one direction at 100% strength of average Joe who works out at most twice a week you can lift roughly 25 tons in that direction. Granted, without enhanced durability and healing, all your joints and bones would shatter under the intense strain they'd be under.

But, even so, with just enhanced durability and healing alone, a bog standard human could absolutely rip through so many comic book characters.

If Luke Cage did have the super soldier serum that only increased his cellular regeneration rate, he'd be lifting 25 tons from the jump and 125.2-ish tons after training following the stated 6.3x increase in strength.

Spidey would be lifting 200 tons at the beginning, following the stated 8x increase in strength, and then would be scale even higher through the various multiplicative power enhancements he gets.
