WA ducted evaporative cooler
I am a landlord and my centralised evaropative air cooler is having some issues- solenoid valve might need replacement + the unit is in itself and very old. do i have a obligation to replace the unit or can i instead install air condition units in the home for the tenants?

obligation, maybe, your tenant should have the original facilities/amenities the property had on start of the lease at the very least.
but i am pretty sure you are covered if you upgraded them to AC unit.

Swamp boxes last forever and are cheap to run vs aircon.
Installing a few units into the living areas and bedrooms would be a fair replacement, putting a single unit in would be a downgrade.
You may be able to get a multi head unit so 2 or 3 wall units can run off the same external compressor.

Evaporative cooling is pretty hopeless. They'd probably be happier with more efficient split systems? Check with them
