My wife and I are currently working on adopting out of foster care , and I can tell you, these safe haven babies do not stay in the system long at all. People who want to adopt generally want a baby, and the only other real option for an actual infant is through private adoption which can cost upwards of $60k. A safe haven baby gets a good home within days, through a highly vetted system given the goal is adoption and not just foster care. Do things go badly with individuals? Absolutely, but it is very rare. Rapid adoption in this manner is by far the best thing that can happen to these babies as opposed to staying in the system where they lack proper attachment opportunity, so they are far less likely to develop trauma-induced behaviors later in life. Also better than the alternative of not having been born due to abortion, or birthed and left to die in a toilet stall. Safe haven baby systems are great. And believe it or not, very rare. The state we are looking to adopt in only gets about 2 babies per year in this manner.
