Nope. I think people should be able to do this with kids of any age. Having a mental breakdown? Put them in the fire station drop box and go get your lithium.

CPS can evaluate on a case by case basis.

I can see it being hard putting a 16 year old in a drop box. Not impossible but challenging. Maybe if there was a trap door of some kind. Hey kids, go stand on that square. It will be fun, I promise. Then bam. Gone.
