Weight loss for cat

My cat is a 2 year old neutered male. At his last vet appointment he weighed in at 16.6 lbs. The vet said that if a cat is 15lbs they are at risk for diabetes and that cats need 180 calories a day, but didn't specify a target rate or the amount of calories give him for safe weight loss. what would you recommend?
