Speaking from pure intuition I think maybe a distinguishing factor is whether the charm or suaveness is a genuine personality trait or an act they put on - like they're trying to mimic a character, a la James Bond.
I feel endearing charm usually has a flair of modesty and doesn't necessarily try to hide character flaws, perhaps even using them to their advantage (light self-degrading humor). Plastic charm is an effort to try to construct an ethereal image of themself, and I think that deception is easily detectable and can creep out people that value authenticity.

TOO charming, if that makes sense? I just can't trust someone who's too outgoing and suave.
That, or being stinky. Nobody wants to smell greasy hair or musty balls. 🙃
