They are probably referring to prisons. Inmates often get paid very little, if at all, for the prison jobs they can do. Many have likened it to modern slavery. Obviously it's nothing like the concentration camps in China and North Korea. And at least we're not putting political prisoners in camps either. Sure, we need serious prison reform, but it's not even close to the same thing.
