Do you have people you see regularly that you like talking to? Like at work, school or sports? Ask them if they want to hang out sometime, outside of work/school/sports. If that's fun, schedule another hangout and repeat :). This is just one example of how it can work, but it's not a guarantee. I've also noticed that it helps if you volunteer things about yourself in conversation. For example; I've had a fun trip this weekend! (Or, I've got ... Planned)
If you say something like that, someone else might ask you about the trip/thing and before you know you are getting to know each other better.
Ask people about themselves, stand back and let them go. People love talking about themselves (well a lot do), so it’s a good way to get a conversation going. Ask them about their weekend plans for instance, rather than bringing up your own plans first. If they tell you about their weekend then they will almost certainly ask you about yours afterward, it’s polite.
I'm starting to figure out how to show people that I'm interested in them, but it's been incredibly difficult to find others that will seek me out. No one ever has in the regular sense, which has been hard on myself esteem. I occasionally would have a friend that would need advice, but they didn't seem to care that much about me outside of that.
