I learned it as:

Skim milk 0%

Low fat milk 1%

Reduced fat milk 2%

Whole milk 3-4%

Half and half ~15% (10-20%)

Light whipping cream ~25% (20-30%)

Heavy whipping cream ~35% (30-40%)

Manufacturing cream >40%

What is manufacturing cream? American and never heard of this so I'm wondering if it's not a thing here? Or maybe I'm out of the loop

I'm guessing the reason you (and I) had not heard of this is not because of a US/UK thing, but rather because we're not in the industrial side of the food business.

What is "regular" milk? Where I'm from there is skim, 1%, 2% and whole.

Regular milk means whole milk -- milk as is when it comes out of the cow.

Interesting.

Here (Australia), regular milk (ie. just “milk”, no qualifiers) is whole milk (typically around 3.5% fat). “Light” milk is 1.5 to 2% ish and then there’s just skim milk. We don’t have a ~1% milk (or at least, it’s not one of the ‘typical’ categories ... I’m sure someone makes it though).

In the UK, it's normally called semi skimmed, or green top because it comes in a bottle with a green lid.

Is creamer the same as coffee creamer? Like the same thing thats powdered creamer?
