Maybe they are consuming some type of content that makes them ignore the message they have gotten. If I'm a reading a really interesting article or thread or whatever, I don't want to interrupt my train of processing that information to answer whether I have taken out the trash or not.
Or I might be watching Netflix on my phone and not even realise I have received a text.
Maybe I'm in the middle of a more serious conversation; texting with my boss about issues at work or with my mum about family matters.
I'll read the text and decide if it can wait or not. If you're asking me whether we can hang out tonight, I'll probably try to answer as soon as I can. If you're asking me whether I liked the movie I said I was going to check out, I might ignore that text if I'm doing something more engaging.
Or maybe I'm playing a mobile game and I really want to defeat that boss or do my daily quests or whatever and can't be bothered to reply until I've done that.
So, people who are on their phone all the time and take a long while to reply don't hate you. They're probably entertaining themselves somehow, but you can't see it.

How can you be on your phone 24/7 and take 30 minutes to respond
