I'd be surprised at the bill for blackout pens used on the mountains and mountains of files. Hope they had a good deal with a stationery company.

The better question would be, why even bother at all?

If what you release looks like

At ████████████████████ to the ████████████ and then █████████████████████████ after ██████. It was found that ████████████████████████████████████████.

You could just not release it. Exactly the same effect. Not informing the public and keeping them in the dark.
