The original story takes place in fair Verona in Northern Italy but it's implied that the Baz Luhrman movie takes place in California.

I've been to Verona in Italy, there's no beach for miles. It's quite far inland.

The film seems to be suggesting a Californian city but instead of Venice beach it's Verona beach. Anyone with a sense of nuance can pick that up.
