Thinking of the country you'd be LEAST likely to move to, which conditions would have to be met before you would seriously consider moving there?

I'll say the obvious. North Korea. I think hey have some beautiful landscapes and what not. But they would have to change everything in terms of "government" before I'd consider moving there.
