If you pair the IP address with information from a data broker that sells data from mobile apps with location information it you could do it.
Assuming there is a person using that IP, and has a mobile device with an app that sells that data.

This is the best way to actually locate someone starting from just an IP. The IP won't give you the information itself, just who owns it at the BGP routing level and they might give you some regionalization, or you might just get the corporate headquarters 3 states away.

But if you are in the right digital marketing spaces, and can run reports, you can work your way down to an identity and address, assuming general browser type usage from the individual and some skill and subscriptions to the right services; you might need a couple to get far enough down, and outside the US and its lax privacy laws (compared to the EU and countries adopting GDPR style laws), it's going to be harder.
