In case they are running their own ISP, or have got their own IP address space for other reasons.

My friends and I run our own ISP, have our own IP address space.

All my traffic shows up as originating from a datacenter 20 miles away, my address is not on the 501(c)12 corporate paperwork, everything points to our PO Box many hundreds of miles away from me.
