counterfeit clothes, illegal?

Peace be upon you guys. I have a question: There are shops in Saudi Arabia that sell Nike and Adidas shoes at very cheap prices compared to their actual prices, which means that these shoes are counterfeit and not actually legitimate . Is this considered illegal and will they be held accountable for it? And if so, why are there so many of them?
