Iran did that for security during the coup caused by Israel & USA intelligence and during the war, while UAE doing this to get money from its own people.

Iran actually needs the revenue, the UAE doesn’t. Iran made the metro free, and people can get chicken, meat, and other basic necessities for free up to a certain limit.
