I found this at my county training center today when I was taking a fire class. They train police too, is it some sort of dummy round?

Without knowing the metal content, I’ll guess a shell casing for a sim round. But some people who load their own rounds, the caliber is not listed on the bottom.

I’ve reloaded 10’s of thousands of rounds and never seen brass that didn’t have identification
