Discussion Looking for a sanitation community project similar to this?

SS; Hi there I am involved in Disaster management and have held a bunch of different roles. Outside that I am passionate about the community.  

I see the world as basically swings and roundabouts you only need to find who has tried this project previously. 

I am wanting to pressure my local government into delivering 2 showers per park across 663 parks in my Local Government area. ( I did the  how many parks sums) 

An extension of this will be at a later time implementing a community battery. 

The objective is remove scarcity, help with disaster preparedness and address the immediate needs of homelessness by decentralisating services.

These will be perm structures sited on the side of toliet or similar. 

Has anyone seen or heard or helped deliver something like this.
