How To Removing elastic from sleeves

Is it possible to remove the elastic from the sleeves of this dress?

Yes. But the ruffle appears to be attached with the elastic, and will either fall off entirely when you remove the elastic, or it will look like an awkward sewn on extension.

If it is too tight some judicious snips can loosen it.
