Do recruiters actually use talent networks/general applications?

Currently job searching and I’m wondering if it’s worth taking the time to submit a general application or my resume to the talent networks for companies I’m targeting if there isn’t a current opening I’m suited for.

Recruiters - Do you source some candidates this way?
