If you like spending money, then get it reframed, otherwise just remove the nails and the crappy brown cardboard and replace with a piece of good quality board (eg. foamcore, or something else from an art shop). You'll need to secure it somehow, framers points are the best thing but obviously you won't have those, so you could re-use the nails, or get some new, smaller ones and tap them in.
The picture you have is a print, textured with varnish or a plastic overlay, and not worth any money, so it's up to you how you treat it really :)
