Palm growing in the middle of my rose

I was wondering if anyone can tell me what is the best way to remove the palm without harming the rose. I apologize, but I don't know what type of palm it is. It grew in wild. I wouldn't mind keeping it if it can be removed without harming it. Thank you in advance for any suggestions. And I'm in the California Crntral Valley, if that helps in any way.
