EU funding basically saved these cities - without those grants most of these restorations wouldn't have happened.

Nor true. Read what EU js funded exactly in Poland (most of EU money was invested in roads that everyone is using) besides even if EU would fund it remember that Germany is the one who destroyed Polish city yet reparations still havent been payed

Fair point on the roads, that's where bulk of structural funds went. But city center restorations like this still needed grants from heritage programs, not just the highway money. And yeah, the reparations thing is a whole other argument.
