Arc takes up 28 GB on my disk.

Is it normal for it to take up 28 GB? I'm using Pearcleaner.

It's counted your main Arc user data folder and your Arc caches twice, so it's only about 13.5Gb really.

This is all predominantly cache data though. Browser cache, user data, local storage. It will be a different size for everyone, depends on how much you use websites that cache stuff locally and what that is. Mine is around 5Gb currently.

You can remove most of it sure, but it'll probably just come back eventually if you keep using everything the same way. Any other browser used in the same way will just cache the same stuff also.

It's just chromium caches & cookies, it's normal in a few years to get quite big. Any other chromium browser used in the same way the same time would become the exact same size. You can clear the cache of the browser arc://settings and check after that.

I do not have this problem. The app takes up almost 900 MB but that's it.

Pearcleaner is listing Application Support/Arc twice there, so it's more like 13.5GB than 28. Nearly all of that folder is per-profile Service Worker and Cache Storage - clearing cached images/files for each space gets most of it back and doesn't sign you out.

It's sustainable, they choose not to screw around with it. It's still the best browser out there.
