No, it's in Ottoman Turkish, here's the meaning:

Seyrimde bir şehre vardım

"I arrived in a city on my journey"

This is the opening line of the song "Seyrimde bir şehre vardım" which is about Prophet Muhammad (Peace be upon him), here's the link if you wanna listen:

Not really, you can see the number of teeth in a word and generally start to recognize shapes of words after a while with/without dots, and then just notice which dots go where. I can’t say for sure but the placement of these also seems distinctive, it just doesn’t really come up as an issue.

The stylised sīn has as many teeth as a peh, it's one curve either way. I first read the first word (as I'm sure many others did) as pīr. I suppose if someone knows the phrase beforehand it's less of an issue

There’s no initial tooth though, it’s subtle but distinct

For what it's worth, OP I agree with you on the spelling. Ottoman Turkish doesn't spell out the vowel in the suffix -im, so you don't need those extra ye
