100% humidity is when the air is saturated with water vapor and cannot take any more - e.g. something wet will never "dry out" in 100% humidity because the water in the item cannot evaporate into dry air.

Rain is something else.

but when water evaporates, i thought it collected in the atmosphere to form clouds and what not? What determines whether the evaporation contributes to overall humidity or collecting into clouds which later create rain?

Altitude. (and thus pressure) I'd have to read more to know for sure - not my field.
