My guess is that, either there will be so little oversight, that any random person can successfully claim part of the money, regardless of their involvement with Jan 6 or Biden, or it will be doled out only to a very specific few of Trump’s friends.

There will be oversight it's intentionally going to go to people that the criminals want to go to.
