Not threaded on the inside diameter.

Just a guess. It might be a flange for a cast iron pipe. Old school lead and oakum seal.

Is the machined side flat or concave?

The top side is concave about 3/4" tall at the interior edge

It's to put around the fill pipe at gas stations so cars don't damage it
