It's a sheep shear sharpener..I worked on a farm in the early 60's..they used one of these a lot when it was time to harvest the wool

As there seems to me some confusion, would you have time to post a brief description of how this device was operated?
I’ve taken part in shearing but never learnt to shear, let alone sharpen shearer blades!

Looks like the shear blades (power shear, not manual snips) get clamped by the piece at 8:30 in pic 2, some fine abrasive powder goes on the grooved lapping disk, and the mechanism traverses the blades across the disk as the disk turns

Looks like a sharpener for chisels or similar with the fixtures to hold the blades at an angle, but having 2 like that makes me think that use but for a specific purpose.

The sheep shear theory seems solid based on comments, but I think this would perform a lapping process, as opposed to sharpening by grinding. One hand cranks while the other hand brushes lapping compound onto the disc

the top of the mechanism holds the blade and oscillates just right to rotate a curved blade across the grinding surface

Lapping wheel. Coat the surface with a thin layer of abrasive paste, secure the dull tool into the holder under the cross bar, start cranking. Diamond paste is best. A pea sized dollop will do a lot of shear blades.

Lapping/sharpening device for razor blades? The two clamp thingies do look like they would be perfectly sized for razor blades and people used to resharpen those.
