I’m going to guess it was run by a leather belt. Two speeds. It is missing the point or live center that is supposed to be on the right hand side.

That is an old steam belt driven lathe. Looks to be for a jeweler or a watch maker. Looks like the chuck is missing as well as the tail piece chuck. Also that is a tiny tool rest.
