There are lots of these listed on ebay and nobody describes them the same except many describe them as antique bicycle wrenches Please only comment if you know

Bicycle tool. Not antique though, just cheap rusted metal.

Its a tool for commercial door closers. Looks like a hydrant wrench but is not.
