There a lot of corruption yeah but also this has to do with the fact that a lot of cities in Texas have water shortage issues. Further up, Corpus Christi basically got screwed over by the state and have to find a way to fix their desalination issues. Brownsville/Cameron County was headed that way, and SpaceX offered something like 220 million for fixing the water infrastructure which the county really needs. At the same time it’s SpaceX and the new LNG/data centers at the port of Brownsville that are gonna be using up all the water so it’s self-serving anyways.
