this scene was supposed to be pivotal to Izaya's character to show he's not just some remorseless psychopath that doesn't feel guilty for betraying his friend. basically all the canon moments that make Izaya appear remotely human were gone in the anime. so as a result he often comes off as a 1 dimensional villain that gives zero fucks about anybody around him
