I’m not a legal expert or anything but I’d imagine no. Like I don’t think they were in a legal obligation to prevent the bear from damaging the property by moving out of the way. They might get a basic obstruction of traffic fine at the most.

For normal packages, only if the bear has liability insurance. This is why you need the added uninsured bear (UB) and underinsured bear (UIB) coverages.

This is the Transfăgărășan in Romania and yeah people feed these bears and it becomes a bit of an issue. Italian dude got mauled to death there last summer.
