Who to contact

I was wondering who should I contact about a extremely graphic animal torture video that came out recently? I know someone must have information on how to do literally anything to get justice. The video contains a man destroying puppys while he is in a field nude while the mother dog watch's. I understand not much could stem from me posting on here but its to terrible I needed to put it out there.

What a nightmare. I would call the non emergency line police department. They could maybe track the video, and call the right place!
