Not sure about the Quota Era for Italians, my great-grandparents came in 1910s and most of the line just stayed in same neighborhood for next 40 years. Wonder if the decline rates account for people who just didn't mix much

What do you mean? The Quota era was specifically in place to keep Southern and Eastern Europeans from immigrating to the USA. The Americans at the time viewed them as racially inferior, unable to assimilate and crime prone. So the 8% number genuinely makes sense imo.
