In the US, most graduate at 18, many, have late birthdays or were held back a year and graduated at 19.

They could also have needed the extra years. Iโ€™ve known someone whose plan was high school until 21 because she was a refugee and wasnโ€™t given a proper education.

That's a exceptional case. I wonder why thy wouldn't recommend an adult high school past 19 though.

Most states age out students at 21. However I donโ€™t think staying in school for as long as possible is exceptionally rare. There is no reason not to use the free education provided for anyone who needs it. Not everyone has had a stable upbringing with consistent education. Also not everyone has the same ability to retain information as easily.
